maybe with the whole idea about Terror challenging Shade Terror could be going to challenge her but just as he's about to ambush her a henchman of the villain could come and attack Shade or Terror then while there distracted by the henchman thats when the main villain starts running amuck and Shade and Terror team up without knowing that Terror was originally there to harm Shade.
