I'd imagine that some of the training sergeants in Eagle Claw shot several of the recruits, though not where anything vital would be (shoulder, leg, arm) because of backtalk, insubordination, failure to comply, etc., but likely not for just training.

Though, as Lucy stated in her post, she holds Eagle Claw to, possibly, an even higher standard than even the Enclave President. So she'll do extreme shit. And I'm okay with this.
