If you look at where TURKmenistan is on the map, you'll notice it's right next to China. The Turks came about as a result of the Mongol invasions and the many Khanates which Russia later conquered.

In any case, all things in the IC are rhetoric and counter-rhetoric when it comes down to it, whether China even reacts isn't in my plans, I'm just pointing out the potential enemies Russia is making, ICly, rather than debating it here with you :)
