Canon error - Grand Moff Tarkin was busy overseeing the Death Star Project at this time he would be aboard the nearly complete battle station, also Tarkin had no connections to ISB in fact the ISB had their eyes on him because he was damn near God when it came to the Death Star and if the rebels hadn't blown the Death Star, who's to say he wouldn't have blown Coruscant?
