Perhaps, perhaps. They likely know that Titan works for Bane, and while I can't say they know how loyal Titan is, they know better than to mess with other Super Villains and their people. The only way Titan would get to see them is if you approach them, do something that involves them, or if Titan makes a bigger name for himself than simply Bane's Lackey. Their secrecy is why they don't have an active role right now.
