Does Brazil even have the authority to ban Mexico from any, let alone [i]all[/i] conferences?

And I agree that Brazil is painting a target on itself by being so unwilling to cooperate with European countries. Condemning an American country for cooperating with European countries is only going to turn everyone against you, not just Europeans.
