It has juristdiction on my characters, because everyone else's characters are iff in their own worlds. Blitz's all go to Fairy Tail, Whizz's go to... Uh... And yours are Tier 5s and your Tier 4s go... Uh... They de-exist when they're not on-panel. Yeah, let's go with that.
