But no, seriously, where will he get the necessary power to create an Alicorn? The six on Equestria now were created by Faust herself, going to be a teeny bit difficult to replicate that power, no? Because, despite magic and all that, there's still this whole, "Conservation of energy" thing.
Silver Scalpel would have to amass so much power, it's impossible that at least a few of the wouldn't notice, and scramble to tear him a new one- or just remove him from existence entirely. Not to mention Arcon would likely raid his research notes and such, for his horde. 
You can always strap wings to yourself and throw some hydraulic pistons in your legs for strength, but you'd have to tie yourself to a sphere, or multiple spheres, of power- and I have a hard time seeing that actually happening.
