Not down to two as in only two left. But down by two as in I lost two. And I will not delete or remove Haru or Infinity's sheets because they can come back whenever they can, the door will always be open. 

That being said every arcana is available provided there aren't already two PCs with that Arcana. As such only Moon is unavailable.
