Shit, they would be able to do something like that. Deathclaws and Wanamingos are government creations made for war, so the Okefenokee mutants were made at Fort Benning pre-war and the Atlanta Enclave just keeps them in the swamp, as something like a pen? And they're still under control, despite the fact that they'd be actively mutating due to the swamp probably absorbing fallout like a sponge.
