Appearance: Pale, with crystal blue eyes hidden by the hood on the thin black jacket he always wears. For the rest of his clothes he wears somewhat baggy blue jeans and old worn out black sneakers. He also has long black hair which spills out of his hood which he always has up. He stands at about six feet tall and is very thin weighing in at only 140 pounds. He also has a kitchen knife hidden in a secret pocket of his jacket.
Bio: Jeff never knew his parents he's been on the streets since he was a baby, being taken care of by a shadowy man who never revealed his identity. He left Jeffery at the age of ten which is when he found his favorite knife. Then the police came when he was fourteen but he fought back, he even gave one a scar on his face and killing another. Jeffery didn't care though he enjoyed the thrill of blood spilling, he after all developed some sadistic psychopathic tendencies which he usually keep under control.
Powers: The experimentation gave him increased stealth muffling his footsteps and the ability to blend in with the shadows, making him perfect for eliminating a target. But he will only kill on his own terms, after all he's not a hit man, but he is a serial killer.
Other: He is powerful enough to kill easily. He usually keeps to himself but is very threatening when he needs to be. The nickname given to him by the scientists that worked on him is Jeff the Killer
