You're thinking of Spider-Man as a barely enhanced base human (I think). He's not.

He's gone toe to toe with Hulk (albeit that was mainly his webbing holding Hulk down.) and dodged bullets when the gun was literally an inch from his spine. He took a full-on punch from Colossus. He knocked out a Super(?) Tyrannosaurus Rex in the Savage Lands with a single punch while he was holding back.

And that's just off the top of my head. His feats are stupid powerful for Street-Level. Then again Iron Fist is somehow considered street level. :confused
