Halios Consortium has an off the books research department that usually purchases living people as test subjects for new medicines and therapy treatments that basically says "lol ethics" with the mindset that progress is made by risk and sacrifice, so they're able to develop new and effective medical breakthroughs at the cost of quite a few bodies (on the plus side, the incinerator saves on heating bills!). After proving it's safe they bullshit a few journals and doctor a few documents and boom! Here comes the income.
