Hire? Pfft. They would have just told the welder to do it and then kill him afterwards. Maybe that's why it wasn't covered. Everytime they approached a welder they just ran the hell away! And, obviously, stormtroopers couldn't be trusted. They can barely shoot, much less operate a weld tool with precision.
