Is the ability to use magic a 'gene'? Or is it something that can pop up from no where, even if no one in your family tree was able to use magic? Also, are there organizations that work to destroy magic/witches?

Furthermore, what of the development of familiars or summoned monsters? Do they come from another 'place'? Or are they 'created' through the mana of witches and whatevar? Also, do blood sacrifices and such strengthen magic?
