Reading through the info it seems a criminal wouldn't be best to be honest. 

So, tell me if I'm right, we actually crashed on the planet a long time ago and have now inhabited the planet with each of the seven council members creating their own faction? how long have we been on the planet? from the sounds of it after building cities etc we have been their for decades if not a century. Or am I getting it wrong and all the information is on the current inhabitants of the planet and we have recently crashed on the planet? I'm not sure of the role of the probe team if so. Or is it basically a spec ops police force for the planet?
