Although you would have to wait on NMS to get the official answer, I do believe resources means how wealthy the character is and how many resources they have (like extra ammunition, weapons, etc). At least that's how I understood it when I did my characters.

For instance, since Raptor and Arachne are college students, both have minimal resources. However, since Iron Knight is Tony Stark rich, he haw more money and resources at his disposal.
