@Caliban: 2 things... 1) We already have a Commissar, i'm not trying to rain on your parade or say "NO, THERE CAN BE ONLY 1 COMMISSAR IN HERE!!!!" because that's not my call to make, i'm just pointing this out in case you didn't realize it. 2) Just an aesthetic thing, but you do know that Humans age incredibly well in the 41st Millenium. Example:
