A good GM who's looking for new players would be more then happy to provide a summary of past events as well as help new players with any questions they might have and helpfully working them into the IC. As others have mentioned, anyone who requires a player to read that much content beforehand is pretty sadistic. I mean, it might be nice and enjoyable for the player to do as they're going along and have joined, to see what's happened before and experience it on an entertainment level, but as something that's considered to be required reading, then generally no. 

My rp has chapter summaries, a character wikia amongst more and I'm always happy to answer a player's questions. If an rp's open, fitting a new player in shouldn't really be too difficult. :sun
