What everyone else has said, and the "average" tech level would be somewhere around that of your bog standard sci-fi nation, think United Federation of Planets and Galactic Republic. Of course, they're much, much smaller than those two. Only a couple dozen planets at most, and a dozen to 500 ships. The LCF and Chaos are the exception, the LCF being at 1990's level of tech and Chaos being above everyone but the Delphans in terms of power.
