1. You know that total amount of money that you calculated? You start with that. Any weapons bought comes out of that initial total.

2. Some people are negative in terms of food production. Try making a deal. Also, some NPCs might be interested, but that's up to Flooby.

3. Not quite sure on this. But, I am fairly positive that the answer is a yes.

4. Map should be up within the upcoming week, and the IC starting soon after.
