Well, using deduction, I don't assume he/she meant a bomb, since he/she said bombshell, and he/she didn't say shell, so it must be the first definition that actually reads as bombshell, and is a general figure of speech used to describe someone's character, or physical appearance.

I've always preferred that approach to plots, especially player driven ones. Players are so unpredictable, and having a plot made up somewhat on the fly keeps the GM interested as well.
