For Jack to be able to rival super boy alone, every other Titan would become useless against jack and that isn't something I want to do.

Lets look at the factors between super boy and Jack.

Speed- jack runs up to 40 miles an hour and has enhanced reflexes with the suit. 
Superboy- that is a slug compared to a human

Strength- jack with his suit can lift 10 tons and stay to struggle
Super boy literally wouldn't notice that weight if he was holding it.

Thinking- by the time jack formulates one plan, superboy has 100

Durability- jacks suit is made of titanium, that is one of the strongest metals on earth.
Superboy- I don't even need to explain that one.
