If that's the case, she can't [i]be[/i] a Master. It takes mana to perform the summoning, mana to sustain the Servant, and mana for the Servant to act. Having no mana at all is more than a rank down, it's basically saying that if you're partnered with the detective, you don't have a snowball's chance in hell. Improper summoning can mess with ranks (Shirou) and classes (Gilles and Ryuunosuke), but lack of mana doesn't weaken the Servant, it just stops them entirely. I mean, you can have no knowledge of magecraft and unremarkable Circuits, but you can't have no magical potential at all.* @_@ *Strictly speaking, this is inaccurate, but you'd still need magic to summon the Servant and would basically be powering them through human sacrifice.
