He used to be quite strong in his youth, and although echoes of that strength still remain with him, Roger is not as fit as he used to be. For many, their orders are simply to ignore The Fallen's criminal activities, and to aggressively pursue other criminal competitors The Fallen: The gang itself has accrued from its operations a plethora of wealth and resources, which are at the Spectre's disposal. Were it ever discovered that the man whose job it was to keep the city safe also ran one of the most influential gangs in the region, Roger would lose everything. [b]Base of Operation:[/b] Police-requisitioned Warehouse in the industrial part of town, six blocks away from CCPD Headquarters [b]Biography:[/b] Roger Bowden wasn't always crooked. But then again, most aren't. But to truly understand one of the most influential men in Champion City, one must know his beginnings. Bowden was born and raised in inner C-City, and attended public school. His parents were by no means wealthy, and struggled to keep he and his younger sister fed. Roger was brilliant, yet in school he appeared merely average. His grades would be dragged down by stacks of blank homework assignments, only to be salvaged at the last moment by a perfect test score. Indeed, Roger could have moved mountains, had he even the slightest ambition to begin pushing. This all changed when, at the age of twenty-three, his teenage sister was murdered by a small-time gang operating around city center by the name of the 5th Street Kings. She wasn't dealing with them, and she didn't owe them money; she was simply in the wrong place, at the wrong time. So the Kings took her out. That was when Roger joined the Champion City Police Department. For over fifteen years, he worked his way up the ladder - first it was Officer Bowden, then Detective, then Sergeant. He shot through the ranks, as his intellect and cunning finally found the drive they needed. He was going to rid the city of the filth that killed his sister. And, finally at the age of forty, Roger made it to a point where he believed he could make a difference. He was sorely mistaken. Confined to a desk at CCPD Headquarters, he soon realized just how little influence the police had. Then, the gangs began to emerge. Initially, he tried to fight them. Then, he came up with a better plan. Roger began to establish a network - trusted co-workers, local players, and other lowlifes he had previously encountered during his career as a cop. Once his crew was established, he made sure that a personal wrong was righted. The Kings received a necklace on their doorstep - belonging to Roger's sister. The next day, Roger returned to pick up the necklace. He opened the door to find the heads of each and every member of the 5th Street Kings lined neatly on the table of their hideout. Each one had been mutilated across the forehead, each with a word, to spell out "This Is What Happens To Those Who Cross The Fallen". His crew had done their job. He reasoned that if he couldn't stop the criminals entirely, he could at least make sure the right person was in charge of the underground. The right person being himself, of course. He started The Fallen with strict rules put in place. They would never deal in human trafficking. They would never extort the lower class for money. And they would never deal drugs on school grounds, or to children. Originally, Roger also wanted to ensure that no civilian would ever be harmed like his sister had. However over the years, with a witness here or a 'freelance journalist' there, he soon realized this was impossible. Greed, and power began to overtake him, as The Fallen became less about bringing order to crime, and more about reaping the benefits. And Bowden has prospered, to say the least. [/hider]
