Maybe those could be conquered by large fights? "Nuetral territories" where people can fight as soldiers for the sides they represent. "Shops" ownt by rpers, and etc... And admins or officers or w/e would direct people about the forums. Ex- u posta char as a soldier in character creations. Admin send u to city for the side you chose. You rp there for a while, until a battle starts. Admin the. Redirects soldiers like u to the battle topic. After battle, you are sent back to the coty, or into a new city that you conquered...
