I'll elaborate its general meaning for now since it appears that Wind has solved our conundrum already.

Hex-Technology is a type of mechanism that is powered by essence and the arcane, instead of conventional fuel sources that we know of. This kind of stuff is rare and difficult to obtain, and if you can find it, it's expensive. In basic terms, it's technology powered by Magic.
