I believe that Italy should begin foreign relations with the world. This is in the hope that Italy will grow and in doing so spread its influence across the globe in the hope of connecting other great nations to the Kingdom of Italy, even if they be far from the Italian home land. 
With this in mind I wish to share with the world the following treaty.

Article I. The signatories open their ports to one another. In all ports, the nationals of both nations have the right to lease Ground and Purchase the Buildings Thereon, and May Erect Dwellings and Warehouses. All purchases on foreign soil are to be non-military in nature. 
Article II. The signatories abolish tariffs and trade taxes between their nations. 
Article III. All Japanese ports are open to Italian ships for the purpose of refueling and shore leave. 
Article III. The Nation of Italy agrees to send military, economic, industrial, educational, and industrial advisors to assist in the modernization of Japan. 
Article IV. The Signatories agreed to a non-aggression pact. 
Article V: The treaty is to remain in effect for five years at which time both nations must give a one year notice if they wish to renew, edit, or nullify the Treaty.
