Weapons are extensions of the spirit connected to an individual, rather than redistrubutable/mass production tools usable by anyone. Also, normal humans are indeed fodder unless they're infused with mana, at which point they become holders. You can artificially become a holder, so you don't have to be born as one unless you're terrified of a engineering/surgery hybrid. In the Hub, guns are indeed possessed mostly by military factions and the Library and though not an everyone-gets-one America setting, it is possible for civilians to acquire guns as well. However, it's rather unlikely these guns will do much against experienced holders, as they aren't fueled by spirits.
