I think you are overestimating how much skooma would be in these ships. It is very valuable per bottle, which also means you are not going to find [i]that[/i] many bottles in one place. A large shipment would be several crates worth, but not all the crates in the ship. The skooma, combined with the more legitimate cargo, would still provide a large margin of profit, since they just stole it all.
