[/quote] The Dwemer did indeed only really settle in northern half of Tamriel. Morrowind has the most ruins, with Skyrim and Hammerfell also having some. As for the cost of skooma, though, a beggar might afford it the same way the poor in our world do. That is all they buy. Addicts tend to neglect other parts of their life just to get their next fix. It would be more expensive the farther it is from elsweyr, especially in the Empire. Moon sugar can only grow in Elsweyr. Also, Balmora Blue does contain moon sugar.
