IC is up! At long last.

Basically, military and technology expo. Shopkeepers can be there to pitch their wares, soldiers as part of the troops in attendance, or even just walking about. If anyone has any questions, feel free to fire away.

My own CS has been completed, and is under review by Onarax. It'll be posted after any necessary edits are made. His is in progress.
