Well the majority of the escaping inmates would be normals. You'll find a lot of named villains inside and I'll decide if you hit or take hits from them. If you wish to make up a minor villain or two with random powers that's fine too but don't go overboard. And if I'm correct since Emmanuel derives his powers from his god wouldn't he be weakened? 

Upon reflection we may need to tone down power levels depending on if they beat all the villains too easily.
