Yep yep, under the Martian government, being a Conduit classifies you as a terrorist. Most conduits runaway to the Martian outer colonies, where there's less government regulation and no one cares that you're a conduit.

Conduits are asked to turn themselves in, to protect them from citizens that may discriminate against them. In reality, conduits are seen as too dangerous. They're taken to secret facilities where they're either conscripted and brainwashed into a secret special forces branch (depends on how young they are, your character could probably join) or get experimented on. It depends on how much they need conscripts, they don't get a choice.
