Right? xD My fiance is an INTJ too. :3 Met on that forum mentioned above and don't think there'd be any chance to meet otherwise. He's the only INTJ I know in person. 

Alright! So, no problem with her being a part of the council or the semblence of such pre-Great War. Before Heaven fell there were no "modern" angels - just Originals (although some who were killed in the conflicts might have reincarnated on the Surface). As such there was no "Council" though depending on your and Rtron's personal preference, there could have been some hierarchy still. In any case, short after Heaven fell and the angels occupied/settled on the Surface, they formed the Council that united and educated the reincarnated angels. (More info on that can be found on the first site when you click on "To be an Angel" or by asking lol.) 
What we know is that when Lucien's daughter was killed (around the end of the War), there was a core organisation that decided to experiment with demonic possession. The ones who survived the Great War without dying were 7 Original angels later to be dubbed Archangels, or the Council. They controlled/educated the new generation and secretly infected them all with the upgraded demonic virus/parasite. Those who opposed them were likely persecuted or petrified/ imprisoned in onyx like Lucien. 
So yeah, there's many ways you can go. Even if Cerria disagreed with them and they tried to hunt her, if she was a very powerful Weather angel responsible for an important region likelihood is they couldn't or wouldn't touch her anyway. :)
