Because Beacon is a prestigious school for Hunters and Huntresses, who are expected to protect the world and it's peace? I'd imagine that they would not allow their students (Most who should be around 17 years old, mind you) to be using illegal substances or partaking in activities reserved for adults, regardless of their aptitudes. Sure, Physics might have gotten shanked in the ribs ever since the trailers revealed themselves, but Beacon is still a school with certain standards. A fighting school mind you, but not some cheap inner-city school were delinquency is accepted. Usually.
Even though "Cheap inner-city school's" may tolerate delinquency more than, say, a prestigious one. that doesn't necessarily mean that those prestigious school crack down on kids. It doesn't really matter what school a students goes to, if they're into such things as alcohol and drugs at their age, chances are they will bring/acquire it while attending this prestigious school. In the series, you never really see thee teachers or anything crackdown on student who are misbehaving, regardless of how higgh the standards are. S02E01 they have a full on food fight, and all the teachers say is,"Don't play with your food." You could only imagine what some kids would get away with if they were actually trying to be discreet about there delinquencies.
