No, because she acts three times slower, the attack won't actually exit the slowed down time until she performs it. Time doesn't progress "as if" she would've done the attack outside of it. It just basically makes her a really slow Ruby.
I'm not saying as if. And yes, that's what I've been implying. The attack exits the slowed down time when she performs it. She acts three times slower, in time that's three times slower. She takes 1.5 seconds because she's three times slower. 1.5 seconds in the slowed down time pass while 0.5 seconds pass in real time. At 1.5 seconds in the slowed down time, or 0.5 seconds in real time, the attack is finished, and time is reverted to real time. Let me make a chart just to demonstrate this. Action_____Slo-Time___Real-Time Begin spell_0.5 sec_____1/6 sec Finish spell_2 sec_______2/3 sec Real Time is obtained by using the ratio 3 seconds in slow time to 1 second in real time, or 6 half-seconds to 1 second. Of course, what you really want to do could be accomplished by just slowing down her brain instead of slowing down time. :P EDIT: Although in retrospect, her mental wards are strong enough with her enhanced power to keep the effect from applying to the rest of the collective mind, thus allowing another Lord to fix it fdslkjfdslf
