1. No. Not in the slightest. Some guilds have different focuses than others and different ways of accomplishing goals, but virtually no regulations.
2. No. Neither in fighting, nor life. Most people don't even use magic, even though it's stored in everyone's bodies, although it has integrated itself into technology.
3. Same as basically any other society. It's a monarchy government, but it's pretty hands-off, and leaves things to wizard guilds. The only major difference, really, is that people leave requests on guild boards and offer a reward for the wizards that complete their quests. The request can be literally anything.
