He will in he's not uncomfortable. As it's put he will communicate fine if he is facing one person but his fear retains to groups of people in general. Talking with, say a counselor, would render results and hopes of potentially getting that communication.

Counter Question however: If the academy is so shady and takes in all misfits why would they not? As far as has been revealed the academy has no actual use for the children so why would they take anyone at all? He's just a misfit with communication issues.
