Some of the scariest villains aren't just out for kicks or personal gain- they really, truly believe that their actions have a wider meaning. I don't know if you've seen [i]Air Force One[/i], but Gary Oldman's character is a great example- he guns down multiple unarmed people in the sincere belief that he's doing what's best for his country, while also mentioning his children and showing grief over the death of his henchmen. He's often very polite and gentle as well, which just makes him scarier.
