About that last active, you can do two things, reduce the boost while keeping the CD (I'd say around 20-25% is a good boost, but I think Kestrel can stretch it to at most 50%) or increase the CD period (I'll use Vignar's dragon active as example since yours double his stat, the CD for that active is one use per mission with the risk of guaranteed violent death upon usage).
