Well, for a start there has been no Russia, No Soviet Union and No Cold War, unless your people have been in space for somewhere around 52 thousand years. These latest "Humans" who have come up from the stone age didn't come up from Earth.

Three, there isn't really a "galactic pace" to be keeping up with, everyone is at different points.
