You'll need to bring over any pokemon you want from Soul SIlver and Pearl to Black first. You need two DS's to do so. Now, Pokemon Bank and Poke Transfer are two different apps. Once you have Bank downloaded, start it up and you should find an option to download Poke Transfer. Once you have that, get all the pokemon you want transferred over into Box 1 on your copy of Black. Once that's done, open Poke Transfer and upload the pokemon onto your bank. Once that's done, return to the home menu and switch out your copy of Black for your copy of X, then run Bank. You'll have a box 0 of sorts on your banks, you'll need to move all the pokemon off of that specific box in order to transfer more pokemon over from Black.
