On second thought, I'm dropping my commist state idea. The pictures I had were too dieselpunk and not enough steampunk.

I'm thinking of being a small size, but extremely well-organized and led city-state. Perhaps centered around banking or leisure, alongside espionage and mercenaries, rather than heavy industry.
