I've had this kind of thing happen too, with Portland city police. They just don't give much of a fuck about the seat belt thing, from what I've seen. The only time I've ever heard of someone around here getting cited for not wearing a seat belt was after they were pulled over for speeding and then sassed the cop like a dumbass. :lol
