Agreed. Inner walls should generally always be more secure. And easier to maintain. Even the less prudent nations will maintain at least one wall. If nothing else, they would maintain their own castle simply because it keeps them personally safe.

The larger area a wall is designed to protect, the more troops it needs to be effective. unless it has truly miraculous design (or is immense), an undermanned wall is nigh useless as a means of defense.
