If they were born on the Surface world, yes. Lucien only has an Angel Soul (having been born before humans), while Echo's character has both human and Angel, as she was reincarnated. If you cut off Lucien's wings, two things could happen. You might get a very angry but flightless Battle Angel after you, or you might kill him instantly.
