Idk. I assume the parts are provided, as we don't know how wealthy most Signal/Sanctum/Beacon students are. (They never mentioned admission prices in the anime, only transcripts, so I assume it's free to enter Beacon).

There's also the fact Ferrous and other companies donate to Beacon and I assume other schools, to provide students with the basics I assume.
