They can't use them, but with the number of people in their empire its statistically likely that they will eventually find someone else the Relic will bond with. Relics aren't interchangeable, and they don't activate for anyone, but they will over the course of time activate for more than one person and if you're running them by a thousand people a week instead of one every few decades chances are you'll find someone. Now stop complaining about nobody pontificating on your thunder, it's irksome.
