After the Doctor rebotted the universe he created another alternate timeline in which the multiverse was now one. Now several character(heroes and Villains) from seperate universe are part timelords and have their own TARDISes and will travel across the multiverse meeting new people and making companions

no killing
have as many characters as you want be sure you can handle them though
No kiling unless you have permission
If your character is part timelord list how many regenrations you have left
